隨著資訊化社會的發展,人類對於教育與學習的需求,已由傳統的課堂教學轉化到數位媒體多元的教學方式,
資訊基礎建設完善並重視文化資產的世界各國,陸續開始了數位學習計畫;也因國內對於人才培育的殷切
需求,於數位典藏與數位學習國家型科技計畫中規劃本分項計畫。本分項計畫主要目標為擴大及深化數位教
育與網路學習在正規教育及終身學習上的應用,讓人才及人力資源能更適切有效的培育與運用,達成提升臺
灣整體的人力素質及專業能力。
本分項計畫規劃了從國中小、高中職、大專院校到社會教育完整的數位教育與網路學習應用鏈,涵括四個子
計畫推動,包括教育部數位教育與網路學習、勞工數位學習、公務人員數位學習及藝文網路學習發展等。
本分項整體工作目標如下:
1.整合第一期數位典藏計畫成果中之數位學習資源,鼓勵及協助中小學教師利用典藏資源,轉化為九年一貫
課程架構數位學習物件與課程,推廣中小學資訊融入教學。
2.高中職課程綱要各主要領域類科之數位教學資源,提升高中職資訊融入各科教學發展。
3.發展大專院校通識領域之優質示範性數位學習課程,進而將其發展模式及成果導入大專院校數位教學實施
與應用,並推廣大專院校以數位學習辦理訓練。
4.培訓各級學校教師能夠應用數位典藏與數位學習計畫成果融入教學,促進我國正規教育與終身教育之數位
學習發展。
5.結合運用現有數位內容及平台,發展勞工終身學習教材、技檢題庫等數位內容,帶動在職勞工、待業勞工等從
事多元化的數位學習活動。
6.結合運用相關資源,營造優質學習環境,加值公務人員數位學習成效,並逐步提升公務人員運用數位學習之比
例,達每年最低學習時數之20%。
7.推動藝文學習資訊入口網、藝文數位學習教材資料庫、文化學習網路社群等之建置,建立全民之文化、藝術
及創意類之學習資訊網站。
The objective of the Digital Education and e-Learning Project is to expand the application of e-education and Internet learning in formal education and lifelong learning so that talent and human resources can be effectively nurtured and utilized, raising the quality and skill level of Taiwan's human resources. A complete e-learning and Internet learning application chain from primary and junior high, high school (and vocational high school), colleges to social education is planned. It includes four sub-plans: Digital Education and e-Learning Project of Ministry of Education, e-Learning for Labors Project, Civil Servant e-Learning Project and Development of Art and Cultural Network Project. The missions are as follows:
1. Integrating the e-learning resources in the results of the National Digital Archives Program, encouraging
and assisting primary and middle school teachers to use archive resources, transforming them into Grade
1-9 Curriculum framework learning objects and courses, and promoting the use of information in teaching.
2. Providing e-Learning materials for senior high schools and vocational schools in 22 subjects, increasing the use of information in the teaching of subjects.
3. Developing high quality model of e-learning courses for general education in colleges and universities, introducing the developed model and results into college and university e-learning implementation and
application, and promoting colleges and universities to adopt e-learning in training.
4. Training of teachers at various levels to allow them to apply the results of TELDAP in teaching, promoting
the development of e-learning in conventional and lifelong education in Taiwan.
5. Combining existing digital contents and platforms to develop labor lifelong learning materials and the
database of skill and technique certificates examination etc and thus stimulating diversified e-learning by
people in work and those waiting for work.
6. Combining related resources to create a first-rate learning environment, improving the effectiveness of civil
servant e-learning and gradually increasing the proportion of civil servants engaging in e-learning for at least
20% of the least study time every year.
7. Promoting an art and culture learning portal, e-learning material database of art and culture, and establishing
websites and communities of national culture, art and creativity learning information.
