技計畫」整併為「數位典
藏與數位學習國家型科技計畫」(Taiwan e-Learning & Digital Archives Program);「數
位技術研發與整合計畫」主要承襲數位典藏--「技
術研發分項計畫」及數位學習--「數位學習環境與工具開發計畫」。
「數位技術研發與整合計畫」(下稱本計畫)的主要任務在於數位化技術的研發,並提供內容典藏計畫資訊技術相關諮詢
及支援各項服務需求;
計畫的主要目標則是:整合技術平台,發展先進數位典藏及數位學習技術。為達上述的目標,本
計畫規劃的主要研究方向有:多媒體技術、影
音處理技術、數位版權管理、語言處理技術、後設資料、缺字與異體字、
多模式資訊檢索及系統整合服務等等。期望以整合技術的平台為基礎,藉由鼓勵各領域的合作以發展先進數位典藏及數
位學習技術。並且欲透過實際運用在典藏之數位內容上來持續推展先進的技術,培育相關研發人才。
本計畫除了有一同名計畫為行政性質計畫(包含公開徵選計畫),並包含三個子計畫,簡介如下:
『數位技術研發與整合計畫』架構圖
子計畫一:系統整合及規範研發計畫
系統整合及規範研發計畫負責進行典藏系統支援與整合性平台開發,與後設資料典藏規範研發等,並且協助建
立公共數位典藏系統。本計畫牽涉的主體研究項目包括後設資料規範建立、資料庫技術、多媒體影音典藏技
術與系統整合、中文字檢字及缺字處理技術、異體字研究等。本計畫主旨在延伸、擴大第一期數位典藏計
畫之成果。依內容計畫之需,開發新的應用系統,並持續維護第一期計畫中所開發的系統。99年度繼續之前
的研究成果及持續進行資料庫內容的維護與更新外,隨著資訊科技技術的發展,典藏內容的長久保存與永續經
營是各典藏單位應考量的重點,本計畫也將配合總計畫,共同探討先進國家相關標準,並且對典藏單位進行初
步需求調查,俾未來能提供相關技術的開發與協助。針對部份典藏機構委外廠商逐步退出計畫,本計畫將盡量
協助其後續發展與維護。
子計畫二:數位學習環境與工具開發計畫
透過成立接近歐美國家研究團隊規模的大型研究團隊,連結上中下游,並整合各種資源,進行前瞻技術與環境
的研究與推廣,同時與國際頂尖研究團隊合作,加速發展。本計畫由台灣科技大學與台南大學共同負責。

子計畫三:核心技術與工具研發計畫
核心技術與工具研發計畫負責研發先進數位典藏資訊技術、配合未來無線網路與多媒體發展趨勢進行研發、協助
子計畫一『系統整合及規範研發計畫』發展數位典藏核心技術。研發重點項目包括了複合式視訊檢索技術、影像與
視訊內容分析、音訊處理及檢索技術、中文語意分析技術、加密影像檢索技術、文件辨識與探勘、Web2.0
數位典藏技術研究等。
99年度重點為因應國際上後設資料的發展趨勢、確保社會網路網站的品質、中文語意自動
分析、音訊檢索、文字辨識、提高典藏內容的使用率與普及率,以及研發個人化資訊檢索技術之研發。
Establishing a Platform to Help Develop Advanced Technologies for Digital Archives and E-Learning Environment and Tools
This project, entitled “Research and Development of Digital Archives and e-Learning Technologies,” recruits
its members from among investigators at the Institute of Information Science and the Computing Center in
Academia Sinica. It endeavors to promote pioneering research, and provide consulting and technical
services. The services include the establishment of standards and a canonical procedure for building
metadata, the construction of digital archives, and the development of software tools.
The major goals include building an integrated platform and conducting pioneering research in various areas,
including multimedia technologies, video processing, digital rights management, language processing, meta-
data processing, rare Chinese character and Chinese character variant processing, multi-modal information
querying, and an integrated service system. After establishing the integrated platform, we hope to develop
pioneering digital archives and learning technologies by encouraging collaboration among various fields.
Furthermore, we hope to transform basic research into real applications and motivate young investigators.
In recent years, research and development efforts have focused on information digitization, the
development of metadata standards, database construction, archiving and preservation of precious
artifacts, interoperability of systems, multi-lingual information processing, language technology, multimedia
technology, digital rights management, and integrated services. The project provides technical services for
several content providers, including metadata analysis, standards development, database development,
systems analysis, systems development, and follow-up maintenance. It has also successfully transferred
technologies to local companies and government organizations, and published over 500 technical papers.
Moreover, to publicize these achievements and share our experience, several international and domestic
conferences have been organized under the project.
Ⅰ. Development of Systems and Standards for Digital Archives
This sub-project, entitled “Development of Systems and Standards for Digital Archives,” is to develop
techniques and build an integrated platform and public demo systems for digital archives. The technical
items include metadata processing, database applications, Database Technology Development Team,
multimedia digital archives technology and integrated services, processing and presentation of missing
character and Chinese Character Variants, human centered services, etc.. Thisproject will expand the
fruit of NDAP-I. We will also continuously maintain the applications and create new application systems
for content providers. The maturity of Internet and video techniques urges the development for digital
video archiving in TELDAP (Taiwan e-Learning and Digital Archives Program).
Ⅱ. Development of E-Learning Environments and Tools
The purpose of the sub-project “Development of E-Learning Environments and Tools ” aims to establish
large-scale research centers or groups. The objectives of this project are as follows:
(1) strengthen and promote the international e-learning position of Taiwan in both academia and technology areas;
(2) promote cross-discipline research;
(3) strengthen fundamental research on e-learning;
(4) foster research talents for e-learning;
(5) develop advanced e-learning strategies and key technologies; and
(6) develop advanced e-learning environments and tools. In addition, several working groups will be set up to analyze international research trends in selected areas.
The project will announce the objectives to be accomplished and the criteria to be followed, and will
also accept proposals from the public to establish e-learning research centers and groups. In addition,
the project is developing a system to collect the results of previous and new research projects. The
system will also be a platform for exchanging information and sharing knowledge among research
centers, research groups, government agencies, and e-learning related enterprises. Furthermore, a
series of conferences, workshops and forums will be held to present the research results of each
research group and each research center, and encourage the transfer of developed technologies to
business enterprises.
Ⅲ. Research of Techniques and Tools for Digital Archives
This sub-project, titled “Research of Techniques and Tools for Digital Archives,” which conducts pioneering research
in wireless networks and multimedia, and constructs platforms and tools for sub-project I, tilted “Development of
Systems and Standards for Digital Archives”. The following topics are included as research items of this sub-project:
image retrieval, video content analysis, core technology in Web2.0, semantic analysis of Chinese language, speech
processing and information retrieval, document analysis and recognition and secure information retrieval. The major
focus of last year lies in: quality assurance of web stations, Chinese semantic analysis, speech information retrieval,
character recognition, popularization of digital archives, and personalization of information retrieval.
